Added ability to merge official masterdata

Several improvements are soon coming to the masterdata-tool to make it easier to maintain the data quality and consistency across all CV's.

The first change is already live, and provides administrators the possiblity to merge official masterdata. Each element can now be selected, and after selection a contextual menu will appear from the bottom of the screen.

When you decide to merge two separate elements in the list, you are asked which value you want to spare in each language, so you won't lose any translations. Our system will thereafter go through all CV's and make the necessary adjustments to mirror this change.
