Added updated_at and owner_updated_at to data reports

We just released some further adjustments to the reports.

The Update status report have gotten a new column for each section type when the owner last updated a section in that type.

The Data in the CVs report have gotten new columns for when the section was updated, and when it was last updated by the CV owner.
