Create and edit departments

We just added a "new department" - button to the department overview. We also made the departments editable.

The department overview now shows you how many users that are placed in each department. You can only delete departments without users.

Create a department by typing in a suitable name and selecting the country were it should be positioned.

Later improvements are planned;

• Bulk actions on users, including moving several users between departments.
• Ability to move department between countries.
