Surfacing department selection

When searching for the right qualification or a CV, scoping the range of which you search is helpful to find the correct results. 

Our previous implementation caused some confusion. Because we save the filtering-selection for each user, in some cases, people came back to carry out a new search and did not know what scope they searched in.

To reduce the occurrence of this issue, we now continuously provide scope-information, while searching.
